About WTDC 25

The first time in the CIS region

WTDC serves as a catalyst for collaboration, knowledge-sharing, and strategic decision-making in the telecommunications sector.

World Telecommunication Development Conferences (WTDCs) are convened in the period between two Plenipotentiary Conferences to consider topics, projects and programmes relevant to telecommunication development. WTDCs set the strategies and objectives for the development of telecommunication/ICT, providing direction and guidance to the ITU Telecommunication Development Sector (ITU-D).

The World Telecommunication Development Conference 2025 (WTDC-25) will be hosted by the Government of Azerbaijan in Baku from 17 to 28 November 2025.

WTDC is a landmark digital development conference aimed at bringing affordable, meaningful connectivity to the estimated 2.6 billion people worldwide who still lack an Internet connection.

Advantage of participating

⁠Global Roadmap for Digital Development (2026–2029)

It will adopt a global roadmap for global digital development to be implemented in the next four years (2026-2029) by the ITU Telecommunication Development Sector and will produce a globally agreed Declaration and Action Plan.

⁠Digital Technologies for Accelerating the SDGs

The Conference will strive to draw up a bold new roadmap for harnessing digital technologies to drive socio-economic development and re-energize progress towards the Sustainable Development Goals (SDGs) set by the UN for 2030.

⁠WTDC to Welcome World Leaders

The conference is expected to attract more than 1,500 participants, including Heads of State, government ministers from around the world, and many other high-level delegates. At WTDC, new Regional Initiatives and new ITU-D Study Group questions will be adopted. Existing resolutions may be abolished and/or revised and new ones may be adopted.

The Regional Preparatory Meetings

The Regional Preparatory Meetings (RPMs) aim at engaging the membership in the preparations of the World Telecommunication Development Conference (WTDC) in order to achieve regional coordination before the conference itself. They also seek to identify issues at the regional level that need to be addressed to foster the development of telecommunications and ICTs, taking into account the most pressing needs faced by the Member States and Sector Members of the region. Outcomes of RPMs are consolidated at the inter-regional coordination meeting and discussed at TDAG 2025. The outcomes of TDAG are submitted to WTDC as draft documents for consideration.

Participation

In accordance with Article 25 of the ITU Convention, the following shall be admitted to the World Telecommunication Development Conference 2025:

  • Delegations of Member States;
  • State of Palestine [Res 99] (Rev. Dubai, 2018);
  • Representatives of Sector Members;
  • Observers, to participate in an advisory capacity, from:
    • the organizations and agencies referred to in Nos. 269A to 269D of the ITU Convention;
    • any other regional organization or other international organization dealing with matters of interest to the World Telecommunication Development Conference.

Finally, pursuant to resolves 4 of Resolution 169 (Rev. Bucharest, 2022), Academia shall also be admitted to the World Telecommunication Development Conference 2025, as an observer in a non-advisory capacity.
