The Government of Azerbaijan will provide special visa, free of charge, for participants registered for World Telecommunication Development Conference 2025 (WTDC-25) via the ITU Online Registration System. To attend the WTDC-25 in the Republic of Azerbaijan, participants must verify their visa requirements. The visa can be obtained either through the special electronic visa system created on the base of the “ASAN Visa” system portal or through diplomatic representations and consulates of the Republic of Azerbaijan abroad.
Visa and Entry Requirements
Electronic Visa (WTDC-25 visa through special visa application module, free of charge)
Registered participants will receive an e-mail from ASAN Visa with dedicated link to apply for the WTDC-25 Visa.
Application period: 25 October – 28 November 2025
Key Conditions
Validity: 30 days (grants up to 30 days of stay).
Type: Single-entry visa (for re-entry, a new WTDC-25 Visa must be obtained).
Fee: Free of charge.
Required document: only a scanned copy of the passport bio-data page.
Passport validity: Minimum 3 months beyond visa expiry date.
Processing time: 3 working days.
Embassy / Consulate Visa
Registered participants can apply for visa to diplomatic representations or consulates of the Republic of Azerbaijan abroad.
Application period: 20 October – 28 November 2025

Visa-Free Entry
Currently a visa-free regime exists between the Republic of Azerbaijan and several countries based on bilateral intergovernmental agreements. Participants can find additional information on visa-free regime countries here. In this case participants can enter the Republic of Azerbaijan without a visa and do not need to apply for the special visa.

Visa upon arrival
(General conditions applicable irrespective of the WTDC-25 event, fees applied.) Participants of ITU events may be eligible for a visa upon arrival at international airports in Azerbaijan. This visa is valid for a single entry and permits a stay of up to 30 days. Citizens of certain countries, including Israel, Japan, Republic of Korea, and several Gulf Cooperation Council (GCC) countries, are eligible for this option.
